I reinstalled Windows 10 by protecting the files and programs on my computer, but there was no solution. I also shut down all non-Windows applications and services that started automatically when the computer was booted, again, there was no solution. I tried more actions without any solution.

That's where I'm a little confused though - if my main drive is already using my Windows 10 license, would I have to purchase another license to put onto the new volume? Or is there a way to re-use the same license? I also don't know if it's the ethernet wiring, because when I plug my laptop into the same ethernet port, I get the correct download speeds.
I only see the issue with my desktop. Could there be a way to use my laptop to troubleshoot the ethernet connection from my desktop? Or, perhaps, are there any services on Windows that could interfere with the dorm's network causing it to throttle the desktop?
